One unseized with a few bangs on the rotor and some carb cleaner. The other one I had to machine/file slightly in order to even fit the new pads I bought. Clearly looks like a tag wheel. One of the two non drive wheels on a two wheel drive car. If front wheel drive rear wheels will be free unless e brake is engaged. If front wheel drive the same thing will apply.
